Process to Create New Borough Outlined
Pennsylvania law details public involvement in creating a new borough. A petition to common pleas court requires majority signatures from area property owners, area population of at least 500, and included map. Signers must notarize one signature, 90 days to gather signatures, then file with court. Court appoints a five member advisory committee to study feasibility, services, development, and financial impact, with 60 days to report. If viable, referendum follows and decree published with possible further investigation. petitioners cover court costs.

Chewton Borough proposal drawn with Beaver River boundary
A map shown to residents claims Altman filed with the Lawrence County planning department in November outlines Chewton Borough’s western edge along the Beaver River and includes Taylor and Shenango township lines to the north. Residents raise fears of doubled taxes for two police forces and two municipal buildings as state funds favor shared services and consolidation over new boroughs.
