Harrisburg lawmakers cut $140 million from Shapp’s $3.6 billion proposal, trimming education by 35 million and welfare funds by 17 million, risking college tuition hikes and potential hospital closures. GOP and rural Democrats backed the reductions to lower future taxes, while lawmakers added back a few programs and prepared an abortion bill amendment for final vote.
