Utility backed measure heads toward vote in PA Senate

The measure, backed by utilities to recoup costs faster between rate cases, heads toward a final Senate vote. Consumer advocates warn it lacks protections for people and businesses. Acting consumer advocate Tanya McCloskey calls it a major change to the rate setting model. Supporters argue changes would not raise long term costs, as charges remain subject to regulatory approval. Critics, including Patrick Cicero of the Utility Law Project, fear higher bills and reduced scrutiny.
