City man accused in rock beating incident
New Castle police charged David Joseph Perrine, 29, with aggravated assault after he allegedly beat a man with a rock in an elevator on June 12 at an apartment building on Wallace Avenue. A bloody rock was recovered and the victim was hospitalized at St. Elizabeth Health Center in Youngstown. A warrant issued.
