Ohio man faces 13 felony sex charges in New Castle
Larry F. Dugan, 62, of Lawrence County, is charged with 13 counts including unlawful sexual contact with a minor, criminal use of a communications device, and unlawful possession of sexual material. Bond set at 100,000 after arraignment before Justice Junge. Preliminary hearing scheduled for 9:30 a.m. Thursday.
