Sanitation board forges higher power costs at Mahoningtown plant

The New Castle Sanitation Authority will pay about double its initial budget for a backup power link to the Mahoningtown treatment plant. Negotiations with Penn Power to install a second high voltage line faltered, prompting a possible $156,327 reroute along Route 18 after a property owner balked at an easement. Board members approved $454,570 in bills for the plant expansion, to be paid after site checks. Disputes between contractor Jack Gibson Construction and Bruce Merrilees Electric were cited, with both sides holding to different completion views for the November deadline.
