In Paris the 28th session of Vietnam talks opened as Nixon warned the United States and Saigon would refrain from moves until the Communists respond to peace offers. The Viet Cong dismissed South Vietnam’s proposal for Viet Cong participation as a shameless provocation, calling for all foreign troops to leave South Vietnam. Mme Binh suggested a six week lull in fighting aims to persuade Americans to withdraw.
