In Harrisburg the House rejected ten Democratic tax bills aimed at raising about 385 million annually. Only one measure passed, a three mill hike in the capital stock tax with removal of the processing and research exemption, sending to the Senate.
The Pennsylvania House passed two bills to grant a 10 percent across the board salary hike for state workers. One appropriates 40 million dollars and awaits Gov. Shafer's signature. the second increases revenue to cover the cost. Fayette County Democrats Davis and Taylor voted against the measure.
Attorneys for Robert Sechan of Portersville filed an appeal of his conviction for polluting Slippery Rock Creek. Sechan Limestone Inc. operator was fined 500 dollars and 9 dollars costs after Justice John Lapinsky found he unlawfully discharged a harmful substance. The appeal, by Richard N. McKee and William C. Robinson, likely won’t be heard until November 10, the next hearing date for summary convictions.
UPI reports Mariner 6 continues a second TV picture series on its approach to Mars after sending 33 images that showed a polar cap and gray surface. The craft will fly 2,000 miles from Mars tonight, with Mariner 7 following in five days to photograph the planet twice as it rotates. The mission aims to assess Mars atmosphere and surface for Earthlike life, measuring nitrogen, oxygen, hydrogen, and potential water.
Heavy fighting along the Saigon Cambodian border leaves 63 North Vietnamese soldiers dead as U S forces reinforce a South Vietnamese spearhead 30 miles west of Saigon. Nine Americans killed and 10 wounded in a daylong battle with guerrillas as air power and artillery strike bases camps and positions.
President Nixon visited Saigon and urged a response from the other side to end the war, while Mrs. Nixon met wounded soldiers at Long Binh and an orphanage. Security was tight around Saigon as talks continued with no new concessions.
