Congress ends tax withholding on interest and dividends bipartisan repeal

Congress voted to repeal the 10 percent withholding on interest and dividends and enacted backup withholding as an enforcement tool. Reagan signaled support as part of a package tied to the Caribbean Basin Initiative. House Defeats Covert Aid to Nicaraguan Rebels

In a 228 to 195 vote the House approved a bill to force Reagan to halt CIA sponsored aid to Nicaraguan rebels. The measure, opposed by the White House, now heads to a Senate unlikely to approve in its current form.

Block food stamp test shows 54 dollar grocery run

Washington data shows Agriculture Secretary John Block and his wife buying a 54.14 dollar week of low cost groceries for a family of four. They selected peanut butter, bread, beef, tuna, beans, vegetables, fruits, milk and other staples to illustrate suggested nutrition on 58 dollars a week.

Teachers urged to quit volunteering in New Castle schools

The New Castle Federation of Teachers executive council approves a resolution urging members to stop volunteer duties that improve the image of the school board or administration. President Vince Scialabba says it expresses no confidence in the current board and Superintendent Joseph A. Martin Jr. but will end after the new board reorganizes in December. He insists teachers will still follow contracts and not harm students.

Soviet grain deal promises $2 billion yearly for U.S. farmers

Washington reports a new five year grain pact with the Soviet Union would guarantee nearly $2 billion in annual U.S. sales. Secretary John Block announced higher minimum and maximum Moscow purchases, with some expansion expected but no dramatic rise. The agreement, reached in Vienna, drew praise from Black and ag interests while Senator Moynihan voiced disagreement.

City may end year with a small deficit

A mid year financial projection shows the city could close the year with a slight deficit or at even money. Tallman cites a worst case of 96000 dollars offset by 40000 dollars from Columbia Gas of Pennsylvania to reduce the gap. The 1983 budget totals 6997434 dollars and revenue shortfalls for property and wage taxes are noted.

Allegations to be probed in city weatherization program

The city administration received a report detailing alleged irregularities in the weatherization program. James Edwards, director of the Bureau of Human Resources, will meet in New Castle on Thursday with administration officials and weatherization staff. Former employee allegations were presented to Mayor Angelo Sands on July 18.
