Immediate action in Russia was foreshadowed with plans to aid anti German forces. A complete statement of allied plans and Russia's integrity will be announced by President Wilson before action. Japan has made known its position on Wilson’s program.
American forces press forward overnight northeast of Chateau Thierry and in the Ris forest north of the Marne. Tanks and armored cars support the advance as German rear guards resist. cavalry and joint American French units push along roads flanking machine gun positions amid Krupp shelling of pontoon bridges.
Violent night actions north of the Marne saw Germans briefly seize a small wood near Treloup and the village of Chassins, but French and American troops counterattacked to regain all lost ground. A surprise French assault south of Montdidier captured 30 German prisoners while heavy artillery rumbled east of Rheims and south of the Ourcq.
Paris July 25. Allied forces from American and French troops press the Aisne Marne Rheims front capturing villages and pushing within four miles of Ferre En Tardennois and surrounding supply bases. The drive secures over five cannons and fifty machine guns as center advances exceed two miles amid rear-guard resistance. The aim is to complete occupation of the forest of Fere and Ris. The Franco American offensive along a 16 mile front from the Oureq river to Jaulgonne continues with several villages captured by French and American forces. German reserves launch strong counter attacks but are pushed back as the Allies press toward Fere En Tardennois and the Vesle Rheims axis amid a grand German war council.
In the Marne area on Wednesday American airmen claimed six German planes downed in a group engagement near Chauteau Thierry. Lieut. Wilbert White of New York attacked two Albatross machines and saw a tracer hit a German pilot, with the lead Albatross spiraling into a nose dive.
Fire of mysterious origin wiped out four frame structures of the Concrete Products Company on Neville Island. Damage estimated at about 30000 dollars. The firm is noted for producing large war contracts.
Reported on the Marne frontline the German advance toward Paris has been halted and pushed back from 55 miles to 55 miles from the French capital, as American volunteers aiding the defense continue their efforts.
Earle C. Reeves reports 64 German divisions totaling about 768,000 troops have been sent to the Aisne Marne front as reserves thin. The Third German Army shows dwindling manpower with all units below normal strength. French forces crossed the Chateau Thierry line near Plessier le Heleu and advanced on the Vesle Ardre spur threatening Fismes as German casualties rise and many troops are of inferior quality and surrender in droves.
Mrs. Mary Loveall was charged with witchcraft in Wheeling West Virginia court after Theresa Kulman accused her of deceiving her by taking 600 dollars to cast a spell on Kulman’s son.
In Homestead court Alex Schultz was fined $25 and costs after remarks calling American soldiers like sheep and claiming Germans would capture them were alleged. The incident occurred in Pittsburg on July 25.
BERNE July 25. The Kaiser has summoned a grand council of war with German sovereigns and military chiefs to discuss the war. A German dispatch says German papers are not printing French war office communiques and warns against underestimating American infantry, noting censorship may shield Franco-American victories.
County commissioners demand New Amsterdam Casualty Company quit the project on the New Castle and New Wilmington road due to dilatory work. Contractor Schilling sought an extension, but commissioner R. M. Leslie condemned the delays and warned of termination.

City mercantile assessments this year totaled 12241 dollars. Practically all has been paid into the city treasurer with few delinquents and exonerations. Collection efforts on the remaining delinquents will begin at once.

The Federal Reserve Board reports that by May 10 the 8,132 member banks held total resources of 24.07 billion dollars, up 92 million since December 31. National banks owned 138.132 million in resources and state banks 5.938 billion, with the Cleveland district at 2.206 billion and the Richmond district at 1.00014 billion.
Local police reported last night that fifteen drivers were summoned to the mayor for traffic violations. Chief J Ed Elder announced copies of the traffic ordinances are available at the mayor's office to ensure motorists know the law. Most offenses involved speeding and running with cutouts open.

Berne reports Austrian soldiers opened fire on a hunger riot in Pilsen, killing five children and one woman with many others wounded as the crowd charged break wagons. The mob shouted they were starting.
