PUC Rules Itself Out On Dead Man Safety Device
Harrisburg UPI The Public Utility Commission ruled it has no authority to order dead man safety devices on locomotives operated by one crewman. federal law and arbitration decisions place the issue with the Interstate Commerce Commission.
