A report from the city finance superintendent details operating expenses for the year ending April 1. Expenditures include 1671.97 for the poor department and city farm care, 38071.81 for redeeming bonds and interest, and a total general revenue above 300 000. The bonded indebtedness stands around 274 500. Continued on page two.
City Engineer C H Milholland and Street Commissioner J E Barteaux meet General Superintendent Paul of the Mahoning and Shenango Valley Traction company in Youngstown to press for paving Highland avenue to the city line. The city seeks an agreement on extending paving from the current end to the boundary, noting part of the avenue lies within city limits after street car lines existed there.
Westport Connecticut officials led by Coroner John J. Phelan and the Connecticut Co. and New Haven trolley authorities opened investigations into a picnic train crash that killed four and injured 21, three critically. Motorman Frank Nadin, in charge of the picnic cars, is under surveillance.
In the annual report the superintendent of finances omits W. K. Nowling the sealer of weights and measures from the city officials list. Mayor Tyler appointed him though not listed. The document hints at a future food inspector position with the words food inspector followed by a blank.
Police received two complaints last night reporting youths raising drums in Vine street Croton and State street West. Officers were dispatched but the youths saw them coming and fled before officers arrived. W. H. Penrod of McKees Rocks was visiting the city.
Prisoners sentenced to the county jail will be put to work on city streets under Judge Porter and Mayor Tyler. The first detachments, limited to five, will operate on the paper mill road near the Neshannock bridge next Monday. The city pays the guard and foreman, with work limited to those actually serving jail time.
The U S government filed a bill in equity in federal court accusing the New York New Haven Hartford railroad of violating the Sherman act by restraining trade and acquiring monopolies in New England and nearby states. It seeks dissolution of the alleged monopoly and cites unfair practices that harmed competitors.
An opinion from Dr. N C Schaeffer and Deputy AG Hargest states that a school board must vote three fourths to elect a teacher related by blood, but not to a first cousin or niece of a director's wife. The provision targets consanguinity, not affinity. Mrs John Balmer visits daughter Mrs T V Montgomery in Park Avenue.
Lawrence H. C. Toynbee sells Shenango laundry to the Lawrence Laundry company. The plant and drivers move to South Mill street, machinery ships to Pittsburg, and the Shenango plant will be dismantled. Toynbee will operate at the Lawrence plant for now as one of the citys oldest laundries is eliminated.
Mont Simpson files a suit against C. W. Nolan & Co. seeking 2000 for false arrest. He says he was arrested on a capias writ and jailed 16 days before a hearing discharged him, claiming the arrest lacked legal warrant and harmed his reputation.
Andie Cuncie a 15 year old boy was taken to the police station in the Long Avenue district after being found home then returning to the street and jumping the blind side of street cars. Mayor Tyler released him after his parents appeared at the station.
A special meeting of the Boosters committee and all other committees is called to finish picnic arrangements. The event will take place at Cascade Park in Modern Woodmen hall on Friday evening July 24 at 8 p m. Keep an eye on this date.
London reports a third Buckingham Palace conference failed to break the Irish home rule deadlock. Premier Asquith and Chancellor Lloyd-George left without visible concession while Conservative supporters pressed for an election. Liberals blame the Conservatives over Ulster exemption provisions.
Jury commissioners are drawing juries today for the September term of criminal court. A grand and a petit jury will be drawn. No court will convene again until the September term opens, except a short motion court on the first Monday of August and possible injunction hearings.
Judge Porter approves three bonds by Pittsburg Harmony Butler and New Castle Street railway to indemnify Ellwood City property holders on Railroad street for any loss from the line extension. The indemnified parties include Ralph Vulp Madison Main and the First Baptist Church.
J. J. Miller told the council this morning the Greenwood avenue street car crossing is very dangerous and urged action. The council postponed any decision and said they would inspect the site themselves.
Kellar Shelar a Hiram student will deliver the Sunday evening sermon at Central Christian Church. He is well and favorably known in town and a large gathering is expected.
Mme Gueydan, ex wife of Joseph Caillaux, testifies in the Mme Henriette Caillaux murder trial. She recounts courtship and marriage to Caillaux, his divorce, and Caillaux's romance with the defendant, provoking dramatic scenes and intense emotion in the Assize court led by Judge Albanel.
C Ed Smith of this city was awarded the silver trophy cup by the United Sportsmen of Pennsylvania for capturing the largest Muscallonge in the angling contest on July 1 28. He took a 10 pound fish in Edinboro lake, the top catch of the event. The cup has been received by Mr Smith. Last year he caught a 34 pound Muscallonge in the same lake, the largest fish ever taken from that water.
The Iowa Democratic convention in Council Bluffs opened with both suffrage and liquor questions as the main issues. A plan endorsing a constitutional amendment was expected to be adopted while Maurice Connolly, Democratic nominee for the U. S. Senate, delivered the keynote speech.
Sofia July 23 Two hundred persons are drown ed in floods across Bulgaria according to government dispatches. Lowlands along the Kamtchik Isker Vid Osma and Yantra rivers are flooded with extensive damage to property and crops and railroad traffic at some points paralyzed. The floods follow unusual summer rains.
Street department workers spent yesterday cleaning South Mill street removing a large amount of broken glass. The curb and road surface look safer and more orderly after the effort.
Attendance at city playgrounds shows strong turnout as weekly pennant contests reward grounds with the best attendance. Daily figures compare favorably to enrollment with Terrace leading at 72 points, followed by Mahoningtown 43 Doak Street 41 Garfield 38 Westside 36 Grant 32 Lawrence 30.
New Castle councilmen settled a strike this morning by granting a 10 cent per day wage increase to a domestic at the city poor farm who earned 3 dollars weekly plus board. No arbitration was used and the domestic remains at the farm.
Mike Barbich and his wife Anna were arrested on liquor selling without a license charge after information given to Alderman Gross by County Detective W H Dunlap. They posted $800 bail or remained jailed. Antonio Luskasavitz of 1314 Howard Alley was arrested on a similar charge on information by Dunlap before Alderman Cooper.
Florence Smith filed an information before Alderman Ranney charging Elizabeth Olfa with surety of the peace and disorderly conduct. Olfa was arrested by Constable R B Morrow, jailed, pleaded to the charge, paid a small fine, and was discharged.
Council members used the police patrol to tour Uber and Pollock avenues to view water damaged property. C P DuShane requested the inspection and the group visited the site for a brief assessment.
The Daughters of America will celebrate their 16th anniversary on Saturday July 25 with guests from the Willing Workers Association of Western Pennsylvania visiting by trolley from Pittsburg. They will dine at Cascade Park then meet at the lodge rooms. the party includes state officials from McKeesport and Ford City. Jos S. Rice will give the welcome address. A social time and tray lunch will follow.
Heat wave grips multiple cities with soaring temperatures. Cleveland reports twelve infant deaths linked to extreme heat while Forest City anticipates a peak around one hundred degrees. Authorities warn residents to stay indoors and stay hydrated as the heat persists.

The Chicago heat wave sent temperatures to near 90 degrees with 96.3 expected. three deaths and numerous prostrations reported in 48 hours. People slept on fire escapes and parks while beaches filled seeking relief as forecasters predicted a cooler lake breeze tonight. Similar extreme heat reports from Cleveland and Detroit cite multiple deaths and illnesses with no immediate relief expected.
Judge Porter dissolved a preliminary injunction granted to Ross Paden and others to stop W D Shelly from drilling on the Kincaid farm in Mahoning township. Shelly, who had a lease from all heirs but one, entered the land to drill. Testimony was taken recently in court. The farm is heir property, and opponents argued that without wells on the farm oil would drain to neighboring wells, costing the Kincaid heirs substantial funds.
Joseph Johnston, father of Sheriff Carl Johnston, grains the doors and woodwork in the sheriff's office during remodeling. Though advanced in years, his skilled touches render wood resembling quartered oak birch maple or mahogany. A large Gettysburg painting will decorate the finished room.
Rev James E. Drake, formerly linked with a large Portland firm, is back in New Castle after a year away. He is weighing a business proposal and may settle here permanently.
Mrs. Alex M. Sickafuse aged 72 of 1417 West Washington street is recorded as deceased. Mrs. W. B. Behrers aged 26 of Irwin, Iowa is also listed.
