City Plans Department Created For Third Class Cities
Governor Tener approves Mitchell bill establishing a city planning department in third class cities. A five member planning commission, appointed by mayor and council for five year terms, will supervise street and park layouts, public buildings, and improvements up to three miles outside city limits. The commission can disapprove proposed plans without veto. Local officials await a copy of the bill to gauge its impact on New Castle. Death of Mrs. Margaret Winter After 57 Years in New Castle
Mrs. Margaret Winter aged 84 died last night at the home of her son in law James Flynn a former county commissioner in Union township. A German born immigrant she came to New Castle with her husband in 1856 and leaves a brother Henry Hoffman of Baltimore and children George F Winter William F Winter and Mrs James Flynn plus about twenty five grandchildren. Funeral services will be at St Marys church Monday at 9 am with interment in St Marys cemetery. The funeral cortege will leave Flynn home at 8 am Monday.

In Rome on July 18 a second mutiny by Vatican guards erupted within four days. After disarming the soldiers Pope Pius X ordered their arrest and replacement by gendarme units who may stay as permanent military police. The revolt stemmed from efforts to curb the Swiss guards wine supply.

Grace Reformed Church to Repair Zelienople Edifice
At a congregational meeting Grace Reformed Church of Zelienople approved extensive repairs to its Mercer street building. Interior walls and ceiling will receive iron work while the exterior is repainted at an estimated cost of about $700. Work is scheduled for August as Pastor Rev. H. M.
