New Castle Mall Associates, a New York group, purchased Towne Mall for 5.5 million. The deal, filed with the county, says the sale occurred July 1 though Towne Development president Blackson says last December. Representatives plan tenant meetings and mall promotions to attract shoppers and revive the retail center on South Jefferson Street.
