Frank R. Brown, 13, of near Ellwood City, drowned Sunday afternoon in the Neshannonk river below the dam near the paper mill after a camp outing with two companions. His body was recovered around 9 a.m. by city officers under the dam logs, eight feet of water, several hours after police learned he was missing.
