New Castle School Board cut the budget for the coming year, saving about $50,000. Changes include dropping typewriting in junior high, trimming school nursing to two nurses, abolishing a clerk to the school doctor, and reducing the doctor's salary. Daily traffic shows streamlined buses passing through the city and vacant lots turned into monthly parking. County commissioners plan to remove the east span of the paper mill bridge over the old mill race. Lawrence Securities owns the land, donates it if the race is filled and a 16 inch storm sewer is installed. The 60 foot section is costly to maintain, and rerouting the race with a storm sewer should reduce risk as retaining walls rise above the mill.
Four young people died when their car went through a guard rail on Deerfield Hill and fell over 350 feet. The crash was not found for five hours. Identified victims include Earl W. Bright of Utica, Miss Virginie Dougherty of New Hartford, Miss Ardelh Damuth of Lowville, and Robert Vary of Loveville.
Death records list Col Joseph W Minteer age 57 and Johnn Martin age 78 among others in Alliance and surrounding areas. The notices dated July 13 1939 reference residents William Grigsby Wray and Buller county terms with several spelling variants.

About 600 National Guardsmen patrolled Harlan Kentucky and nearby mine areas with two tanks after a violent day at the Mahui Ellison mine. A miner was killed and two others, including a Guardsman captain, were critically wounded during gunfire with pickets and strikers.
London reports Britain adds about 184.1 million pounds to air force funding as part of a broader wartime budget boost. The Ministry of Supply total rises to around 144 million pounds, with supplementary air force estimates at 40.1 million. The overall defence budget now exceeds 842.5 million pounds, with 30 million borrowed.

Harrisburg July 13 The state highways department announced 644 WPA aided projects across Pennsylvania this year with a state funding of 4 385 622 dollars, while the federal government covers most of the remaining costs. Secretary Lamont Rughes promised rapid start as the legislature earmarked 3 million for WPA highway work. New Castle report notes a separate ruling on liquor lounge dances with hours tied to liquor sales beginning August.

Despondent Washington July 13 The A F of L plans to press President Roosevelt over the WPA strike crisis as thousands of workers are dismissed for protesting longer hours and the loss of prevailing wage protections. A federation committee led by William Green will meet to demand action while Roosevelt already receives reports via Building Trades official Daniel J. Tracer.
After weeks of patient prep the salvage crew encased the sunken submarine Squalus and its 26 crew in a bid to lift it ashore. Three hours were lost for final valve and bosline checks before Rear Admiral Cyrus Keller signaled readiness from the salvage ship Falcon to the navy yard.
