Washington announces a $3 billion second Liberty Loan at 6.5 percent to open Sept. 15, 1917, aiming to fund war needs. Treasury and congressional leaders plan to reuse redeemed certificates and mobilize bankers nationwide for a smoother, larger drive than the first issue.

Also lists marriage licenses for Angelo Calani and Della Cincino, Relph Finger, Lillike Ciac, Robert Tillman, and Grace overtrade, all from New Castle.
Witnesses described Daniel A Warner dying after being struck by a locomotive at Carnegle Steel Company in New Castle Pennsylvania on July 1. The coroner’s jury found he came to death from injuries sustained when the engine struck him after he failed to move in time.
Adam Kapsiyin and Josie Kapsa vio, through attorneys H. Akens and El. A. Wikison, sue Charles C. Rigby for 6000 in a trespass action over Chester Kapsiyin, age 6, killed May 21 when a wholesale Hanor truck delivering on Fulton Street ran over him after the driver left the truck to deliver goods. Negligence claimed for failure to watch street obstructions and operate the truck carefully.
Councilmen this morning directed an inquiry of the White Automobile company AS to intentions regarding the auto fire engine for the Seventh ward station. The city did not accept the machine due to a technicality in the pump. An answer is expected tomorrow, Councilman Hamilton said.
New Wilmington principal W. Braham has resigned and will leave to pursue a professorship. A committee from the council is seeking a successor and invites possible candidates from nearby institutions.
Twelve new tuberculosis cases were reported to the city health department during June following work at the state dispensary in this city. The month saw an unusually high number of new cases for the year in Wisterstown.

Lieutenant Joseph Chambers seeks 30 more men to join the New Castle home troop before federal service begins. Armory gatherings daily from 9 am to 5 pm and Thursday evening, recruitment efforts aim to reach at least 40 recruits total as mobilization nears. Veterans form the core, with many having border service experience, and the unit eyes rapid expansion into a fuller army component ready for duty.
Councilman today named three men to serve on the civil services board for elimination of applicants for police and fire department positions under new regulations. Dr WOR. Zernar names a four year term, Prof. Bilwin Mrormitk a three year term, and Robert Whitla a two year term. They will be notified of appointment and likely hold an organizational meeting soon. The board covers both police and fire departments with a vacancy to be filled among officers.
HP Moss Pride, superintendent of the garbage collection department, announced this morning that tin cans placed on carbon receptacles will be collected tonight in the district between Lincoln and North streets.
HUPPALO reports a boxing match halted by storm in the second round. Breonan bow was knocked down. one wound noted. Officials say the fighters will meet again tonight for a rescheduled bout.
