In Washington UPI reports Senate Banking Committee Chairman William Proxmire favors cutting federal spending instead of hiking income taxes to reduce the deficit. He argues thrift in spending should precede tax increases to balance the budget.
Francis Bidinotto chairman of Union Township supervisors resigns from the board. He served 1.2 years of a 4 year term. Henry Peplowski moved to table the motion but no second. This is the second resignation in recent months. Nearby reports cover related local and national political commentary.
Rebels loyal to Moishe Tshombe take Bukavu in Katanga linked revolt against Joseph Mobutu. Mobutu declares state of emergency as foreign mercenaries land at Kisangani and airfield is taken. U.N. and OAU notified while Kinshasa radio reports parachutist attack and tense eastern Congo.
Protestors voice opposition to Israel annexation plans and UN position on Jerusalem as tensions rise. An unrelated July Fourth wave of crimes includes armed robbery at Super Castle Drive-In and multiple burglaries, with losses listed from Winky's Restaurant and Medical Center Pharmacy among others. Authorities report several thefts, break ins, and missing items across multiple locations, with no fatalities.
Gary Rychlicki, 13, son of Mr and Mrs John Rychlicki of Wampum, won the 28th annual Ellwood City Soap Box Derby after 36 riders competed as 1,000 spectators watched. He will race in Akron on August 19 against 249 competitors. Kevin McWithey, 12, finished second. Tom Boy took third. Dale Struble fourth. The event was sponsored by Ellwood City Jaycees Economy Chevrolet Co and the Ellwood City Ledger.
Israel defies the United Nations and vows to keep Jerusalem as it was captured after the war. The Vatican magazine condemned annexation and Brezhnev denounced Israel while praising Moscow’s Middle East stance. The UN General Assembly voted 99 to 0 with 20 abstentions, including the United States, declaring annexation illegal. Premier Eshkol welcomed the UN defeat of anti Israeli resolutions.
Falcons athletes place first in the district competition as reported on page 29 with scoring and standings highlighted by the city paper.

At a Independence Day parade in downtown Atlanta a construction scaffold holding about 50 spectators collapsed eight feet to the pavement. Thirty two people were injured though none seriously. Police had warned spectators to move off the scaffold moments before the collapse. Around 200 others escaped from nearby platforms as crews cleared the area.

U S Marines recovered the dead under nonstop Communist bombardment near the DMZ after a cross border attack by 2,500 troops. Casualties totaled 106 Marines killed 201 wounded six missing, while Communist bodies counted reached 199 with about 200 more reportedly killed. Air operations supported the fight with 115 missions on the Fourth of July.
A building permit is issued for an 85 unit Holiday Inn on U S 422 west of New Castle. Castle Properties of Pittsburgh holds an option to buy Caravan Motel and has acquired adjacent land. Negotiations to finalize this month. Permit by Union Township inspector E N Abry covers 85 units a pool and remodel of the existing motel.

United Press International records show at least 30 people killed in Pennsylvania traffic accidents over a 102 hour July Fourth weekend from Friday evening to Tuesday midnight. The worst crash occurred in Bradford McKean County where four people, a father and his two sons, died in a Route 646 collision.
