Soviet diplomatic sources in Washington dismiss China's promised involvement in the Middle East as propaganda. They contend Peking faces home problems and cannot supply meaningful material aid to Arab nations.
Secretary of State Dean Rusk and ambassador Henry Cabot Lodge said no early end to Vietnam fighting is likely. Lodge predicted long U.S. presence with big military gains in a year or two and fewer combat casualties by year’s end. Rusk stressed de escalation proposals but warned Hanoi shows no willingness for an honorable settlement.
County Commissioners renamed two former Office of Economic Development staff to posts in the Nelson Amendment program under the Department of Labor. Michael A. Russo of 706 Pearson Street becomes director and James F. Maciarello of 414 E Division Street becomes counselor. An assistant director and secretary bookkeeper will be named later. A UPI count at 11 a.m. EDT notes 400 deaths in traffic nationwide since the Fourth of July start. The tally breaks down 400 traffic, 88 drownings, 37 plane incidents, 47 miscellaneous, totaling 572 deaths.
UPI reports Marine forces backed by tanks planes and ships repelled a 2 500 man North Vietnamese invasion at Con Thien near the DMZ. Marine losses include 5 killed 170 wounded and 34 missing with 65 enemy bodies counted and aerials citing higher tolls as battle ended.
Algerian security police question Moise Tshombe for the third day as a Kinshasa envoy prepares to request his return to the Congo where he faces a death sentence. Tshombe, 48, was seized after a private jet was diverted to Algiers. observers suspect betrayal by a plane crew member or passenger.
Israel accuses Egyptian troops of opening mortar and machine gun fire across the Suez Canal for a third straight day of cease fire violations. Egypt denies the charges and says Israeli forces initiated the attacks.
Western delegates at the United Nations moved to block a Yugoslav resolution seen as potentially inviting Soviet intervention in the Arab Israeli war. The draft asked all 122 nations to assist Secretary General Thant in peace efforts, a clause Western allies feared could mirror 1950s Korea involvement. The Assembly debated the measure while fighting raged along the Suez Canal and in Cairo amid cross accusations between Egypt and Israel. Israeli forces reported repelling a cross canal raid and sustaining casualties, as Jordanian refugees might be allowed back to the West Bank.
Western Pennsylvania shows variable cloudiness with showers mainly north as a cool front passes. Highs reach the 70s and lows near 50s to 55, with Lake Erie winds 15 to 25 knots diminishing tonight.
UPI reports President Johnson’s popularity rising after Middle East actions and Kosygin talks. A Louis Harris poll shows 58 percent rate him good to excellent, with 54 percent unhappy on Vietnam. Governors at the St Louis meeting expressed broad support, urging re election in 1968.

Betty Bradley's apartment lost 60 dollar stereo and 400 dollars cash. McCall’s third floor ransacked but no theft. Caravella purse snatched by three youths. Morris Brown found near Sun Grill window and arrested. 188 packs cigarettes stolen from Highway Oil Co. burglary. Investigation ongoing.

Harrisburg says a $100 000 nine month study by the state Department of Public Instruction will assess off campus centers and community colleges. It will examine curricula faculty quality costs transfer policies and the potential evolution of a statewide network of centers and colleges. Heald Hobson and Associates of New York conducts the research.
Lance Cpl Vaughn Dexter 20 of 1136 Hemlock St was reported killed in Vietnam yesterday. His mother Mrs Shirley Earl received the notification this morning. Survived by wife Kathleen sister Dawn of New Castle and grandparents Mr and Mrs Wardell Dexter of Edinburg RD1. Dexter enlisted last fall and went to Vietnam in February. Further details were not released.
