The West Central Job Partnership Private Industry Council approved a 1987-88 budget of 2,881,640. It funds salary raises for five WCJP staff and a 5 percent across the board increase, with anticipated training revenues totaling 2,191,696 from Title II-A funds, state grants, summer youth funds, and other sources. The plan also details administration and services allocations, a $10,000 technical assistance grant, and JTPA funding rules. State budget set for vote today in Harrisburg
Legislative leaders and staff raced to finish a compromise budget package totaling 10.5 billion dollars in general fund spending with about 100 million dollars in tax cuts for individuals and businesses. The House and Senate planned votes today to send the measure to Gov. Robert P. Casey for signature after reconciling appropriations and tax bills. Casey said he would sign immediately after passage, restoring spending authority shut at 12:01 a.m. Wednesday when no budget was in place.

City man gains work release to bet at race track
Albert J. Mangino of 838 Sutton Street in a Lawrence County Court sentence receives work release to visit Mountainier Park Chester West Virginia to wager on horse races while serving a drunken driving sentence. He must serve 30 days to 12 months in county jail and pay 300 dollars in fines and costs. Upon release he must attend Alcohol Safety School at 100 dollars and pay 25 for administration plus 10 to the Emergency Medical Services Operating Fund.
