Japanese marines moved from billets to occupy the western part of the Chapei district in Shanghai as Chinese troops withdrew to avoid heavy fighting. The withdrawal was ordered to prevent serious clashes and the Chapei area remained quiet with police maintaining order.
At the annual stockholders meeting of Universal Sanitary Manufacturing Company directors and officers for the coming year were elected. Directors named include Dr L I MacQueen John A Johnson G D Morris W Keith McAfee and Clyde M Whitaker. Officers elected were W Keith McAfee president Fred A Glenn vice president Clyde M Whittaker secretary treasurer Ray G Carruthers sales manager and S L Barnes factory manager. The meeting adjourned with a congratulatory note on the year 1931 despite adverse business conditions.

In Watsonville California on January 28 the Southern Pacific Lark was slowed and derailed by tampered signals at an open switch. Two hundred passengers and crew were uninjured as thirteen coaches stayed on the track amid a third such attempt in two weeks according to railroad officials.
Postmaster Edwin W. Crawford announced to The News that he will not take the federal examination for the postmastership here and expects to retire when his successor is named. He served as acting postmaster in 1927 after J. C. Norris' death and was appointed by President Coolidge in 1928.
