Bell Telephone proposes underground conduit use in the city with new manholes at their expense or rent. They want a vacant duct row between high tension and Bell wires and additional ducts to new manholes. City council delays action and demands compliance before granting further extensions.
New Castle city officers who began with 12 hour shifts six weeks ago now work 9 to 10 hours on the beat, with a possible further reduction. Only those at Central station still rotate 12 hour shifts as the police department adjusts scheduling.
Plant Superintendent S P Grace of the Bell Telephone company told the city council finance committee that Bell would place its wires underground if a vacant duct row is left between Bell lines and high tension lines and if separate manholes are built for Bell use. The company would build or pay rent for manholes, and seek permission to extend telephone lines. The committee took no action, keeping extensions halted until Bell wires are placed in the conduit.
Ex policemen sought action over removal of curios from the mayor’s office before December’s start of Tyler’s term, but no arrests. The law committee heard that civil action or replevin might be the only recourse. New Castle pool and billiard rooms will close at 11 pm after a bid to stay open until midnight failed.
Gayl Locke, son of Mr and Mrs Frank Locke of Croton avenue, was badly hurt Friday evening after losing control on his sled and striking a stone wall. He suffered a deep forehead wound and required a physician's care.
Health Officer McCandless reported no additional contagious disease cases this morning. The weekly total shows a sharp decline compared with the preceding weeks.
City Food Inspector Dr. Enter Perry and Mayor Tyler issued a boil water order after analysis showed drinking water in bad condition. Two chemists tested samples over recent weeks and urged all residents to boil water to prevent an epidemic. Continued on Page Three.
A new woman joined the city socialist party advisory board, Mrs Black, joining Mrs Masterson and Mrs Josephs as the four members. The board met privately at the mayor’s office to discuss several matters and vote on actions.
New Castle city councils will convene in regular session Monday evening. Three meetings have occurred this month. Key items include the street railway ordinance and the board of health ordinance up for consideration.
City Treasurer Charles C. Duff received 869.80 from Union Telephone for the 1911 conduit use tax. The company has paid the city over 8,700 this year and asserts it will continue stringing wires via municipal conduits. The union company denies any permit refusals and touts its well equipped plant capable of handling 5,000 or more subscribers.
Mrs Katharine Smith and Miss Tarl Weiler, daughters of a late Utah supreme court judge, were fined 100 dollars each after pleading guilty to shoplifting. Attorney George Battle asked leniency due to humiliation from being held in Tombs since Tuesday evening. Judge Steinert criticized the prisoners.
Jacob Fillman of North Liberty celebrated his 92nd birthday last Tuesday. He has worked as a shoemaker for 75 years and remains vigorous aside from some hearing impairment.
Judge Porter refused a writ of habeas corpus for George Short and Gene Connors charged with the murder of Peter J. Elmer. Witnesses testified to drinking with the defendants and to concerns of a threat to Elmer. The defense argued no proof of guilt, while the commonwealth presented inquest and witness testimony.
Pat Boyle and John Moore were thrown from a Mineral Water Distributing wagon en route from Eastbrook spring to the city. The icy road caused the double mule team to skid and overturn, scattering water bottles and injuring none seriously. City delivery was delayed for hours.
Squire John C. Dight of Mars, longtime Butler county Republican leader and New Castle real estate figure, announced his candidacy as a delegate to the National Republican Convention on a Roosevelt platform. He is noted as an active and progressive party member who is expected to mount a strong challenge.
City will again employ Miss May Fessler and J Bechtel to prepare the tax duplicate books for 1912. City Clerk F M Hartman announced this morning that experienced workers would hold the positions, with duties starting in a couple of weeks.
City may approve a $2400 yearly salary for a physician to serve as health officer bacteriologist and head of health and food inspection. The measure arose in the finance and law committee with questions about private practice use. Dr Campbell said the appointee would devote full time to city duties.
The Washington Mutual Fire Insurance Company organized for the coming year elected President W. Y. Gibson of New Castle Vice President J. M. Wilkinson Union Township Secretary J. R. Sherrard New Castle and named an executive committee including A. L. Dicks Washington Township J. L. Crooks Wilmington Township and W. S. Boak Slipperyrock Township The company appointed 16 agents across the county.
Mercer Pa January 27 The Roosevelt boom has been formally launched in Mercer county with R M Kile of Mercer announcing his candidacy for national delegate on a Roosevelt platform He is the son of the late Sheriff William Kile and has long been active in Republican politics with a strong following among young Republicans

Col Henry Watterson urged a court of honor to settle his dispute with Gov Woodrow Wilson over soliciting funds for the Wilson campaign. He offered to prove his authority and proposed a four member panel plus a fifth to decide the issue, saying he would leave Washington soon for engagements.
Rome announces the French steam er Tavignano seized by Italian torpedo boat destroyers off Tunis was released in the evening. The steamer was brought to Tripoli for search, found free of contraband, and allowed to return to Tunis. Observers foresee a possible diplomatic clash with France.
Patrol drivers tow wagons to keep in condition and drive around town. The driver neared the paper mill this morning and also took a run down Mill Street. No arrests have been made in four days.

A crowd of about ten thousand packed the Canton tabernacle for Billy Sunday’s sermon on amusements. Ushers were overwhelmed as ropes and barriers were torn down, causing suffocation in aisles.
