Communist ground fire shot down three U S Air Force F100 Super Sabres with one pilot killed and two survivors parachuting to safety. A Navy patrol boat sank 45 sampans off the northern coast as it pressed actions against Viet Cong craft.
A bipartisan group of U S senators co sponsors a bill to end the military draft and create an all volunteer professional Army. The measure carries Sen Mark O Hatfield as author with support from Sen Barry Goldwater and Sen George McGovern reflecting broad Pentagon backing and Vietnam War critics.
Mostly cloudy and mild today with light rain, drizzle and fog tonight and Thursday. Highs today from the upper 30s to mid 40s with tonight’s lows in the mid to upper 30s. Thursday’s highs reach the 40s.

Kenneth E. Fox of 806 Beechwood Blvd. Ellwood City died at 2:30 p.m. after a brief illness. He helped develop major Ellwood City subdivisions and co founded Ellwood City Industrial Corp. He was born February 23 1897 in Wurtemburg and attended Tri State College and Geneva College. He worked as industrial appraiser and real estate manager for Pittsburgh Corp and was married in 1927 to Frances Adams. He belonged to First United Methodist Church and held leadership and club roles.
South Vietnam Prime Minister Tran Van Huong said the Paris negotiations hinge on Vietnam's political and military situation. He warned the Communist negotiators may drag out talks and expressed little expectation of early agreement, noting lessons from Korea.
In Prague Premier Oldrich Cernik warned against challenging Communist authority as reform protests rise after Jan Palach’s self immolation. The unrest spans Brno and Prague with union leaders pressing for elections and censorship easing while talks reportedly progress.
Cmdr Lloyd M Bucher told a fire admiral court how the Pueblo was captured on January 23 1968 after being surrounded by four Communist torpedo boats two warships with cannons and two MIG jets overhead He outlined his decision to avoid futilely manning two machine guns and said a radio alarm had not prompted timely top level response.
