UPI reports December prices fell 0.3 percent, pulling 1982 inflation to 3.9 percent the lowest since 1972. Volcker cites better than expected performance and predicts further declines. Gasoline dropped 6.6 percent for 1982 while natural gas rose over 25 percent.
