County Controller Robert E Foht says paychecks and all bills will be halted until a court orders the county to resume business, citing possible illegality in the 1980 budget and urging a new plan based on realistic figures. Departments face insufficient funds for salaries, with legal questions over adherence to budget timing.
Lawrence County records were shut at 2 45 pm yesterday by Prothonotary John Greer on solicitor Alfred Papa s advice restricting access to criminal files and indexes to only those directly involved in a case. U.S. economy finished 1979 on a healthy note with a modest housing rise and a large gain in personal income. Savings hit 4.5 percent of disposable income, the lowest since 1949.
