County evacuations begin as Hill View Manor residents moved

Lawrence County officials evacuate Hill View Manor amid a three day public service strike. About 140 workers walked out affecting the county home jail and courthouse. Roughly 77 residents remain at the manor as families are urged to take their relatives home until the strike ends. Prisons were sent to Beaver Mercer and Allegheny counties and patients to hospitals and private homes in multiple counties. A weekend negotiating session was ordered with a restraining order limiting pickets at Hill View to six people.

County approves budget for 1980 by Lawrence County

Lawrence County commissioners adopted a balanced 1980 budget totaling over 20 million dollars. The general fund tops 6.09 million, with a new $5 per capita tax for residents 18 and older and an extra two mills on property. Commissioner Shumaker called it a stable plan as the incoming board prepares to assume duty Monday.

Members of AFSCME plan to vote at 1 30 p m today on a possible strike over county budget negotiations. Union says county home is a priority but has not been contacted or offered wage figures despite mediation efforts.

George Associates to pursue zoning change in Shenango Township

George Associates will refile for zoning change on about 12.8 acres after earlier plans for 100 apartments were halted by residents and officials. They seek to rezone from R-1 to R-3 to permit two or multi family dwellings but must meet sewer system approvals and state code requirements.

Gatto testifies in Ellwood suit over police chief choice

In Ellwood City a borough council sought an unbiased party to test two applicants for police chief while reserving final decision. Ricardi Gatto testified in the Magnifico suit against the borough and DeCarbo, noting Magnifico’s civil service test was non binding and the council would still decide. He supported DeCarbo as a better administrator amid a department records mess and a torn community prior to February 1979.

Four linked to bizarre crime spree in Greensburg

Four people were slain in separate incidents over the past week as three men and a 15 year old youth were arrested in Greensburg. Michael Travaglia of Apollo and John C. Lesko of Pittsburgh were held in Westmoreland County Jail on $750,000 bond each, charged with conspiracy and related offenses in all four killings. Suspects listed on page 17.
