Beaver Falls Democrat Joseph Kolter earned the AFL-CIOs perfect 100 percent score for his labor votes and a 90 percent from the National Council of Senior Citizens in a roundup of eight interest groups report cards. He also fared well with the National Right to Life Committee and the League of Conservation Voters, while the National Abortion Rights Action League rated him low for opposing its position on eight votes.

Harrisburg UPI The state Board of Education voted yes yesterday for proposed regulations to overhaul education of 283 000 handicapped children but lawmakers oppose the changes. Critics warn of at least 73 million dollars in new state costs over five years with unknown district costs. The General Assembly ordered rules by March 1 and in effect by July 1 as early intervention and transition planning programs face dispute.

Atlantis lifts off with secret military satellite mission
The Atlantis space shuttle blasted into orbit from Cape Canaveral at 2 50 a m EST carrying a top secret military satellite. Commander John Creighton and pilot John Casper led a six member crew including David Hilmers Richard Mullane and Pierre Thuot in a two hour late liftoff as the craft aimed for an orbital path over the Soviet Union and Atlantic region.
