Parents blamed for most Pennsylvania child abuse fatalities
An Allegheny County report for Harrisburg shows parents caused 71 percent of abuse fatalities in the studied cases. Moms were blamed twice as often as dads, and 88 percent of victims were under five. In 94 percent, the family was known to social service groups before harm occurred.
