President Bush will carry the Cartagena declaration to the July economic summit seeking financial aid and freer trade for Andean nations to replace coca with legal crops. He plans to urge participation by major powers and to brief cabinet on the trip amid security concerns at Cartagena talks.
UPI reports Colombian rebels from the National Liberation Army kidnapped Rev. Francisco Antonio Amico Ferrari in Cali while en route to mass. The incident follows two other American abductions as guerrillas protest President Bush's Cartagena visit. Nearby cities and cartels are noted, with authorities ordering heightened patrols nationwide.
Jeffrey W. DeLorenzo, 27, of Scottdale Pa, was sentenced by Judge Francis X. Caiazza to five to 15 years for three arsons and related crimes. He will begin at Torrance State Hospital due to mental illness with possible transfer to prison, and receives credit for time served. He pleaded guilty but mentally ill to the offenses.
Washington mayor Marion Barry faces eight federal counts for perjury and cocaine possession after a grand jury, with Barry declaring innocence and vowing not to resign. He attends treatment in Florida, denies drug use, and his lawyer aims for a May jury trial. The indictment cites lies about using drugs with Charles Lewis.
The Pennsylvania Commonwealth Court ordered Union Township supervisor James Fee to be paid 558.33 in court costs from an ethics case filed in 1987, with the payment funded by the commonwealth. Fee’s attorney seeks to recoup more than 12,000 in fees and costs from the Pennsylvania Supreme Court, which has jurisdiction over them. The case traces back to prior Supreme Court decisions involving insurance premium reimbursements and Act 41 of 1988, with the matter noted to continue on page 4.
