Federal Board Lays Coal Plans
Washington officials said a September 1 anthracite work stoppage seems inevitable and outlined government plans to meet the coal crisis. The Interstate Commerce Commission will monitor trends in the miners and operators and shift to bituminous coal to preserve shipments. A survey shows enough anthracite to meet demand through December 1, with a large bituminous surplus. Government relies on public opinion to urge operators and miners toward a settlement, noting strikebreakers cannot fill roles and penalties for unskilled mining exist in Pennsylvania.
