Western Pennsylvania shows mild conditions with showers this morning and early afternoon, partial clearing later. Highs reach mid 50s to mid 60s, then a cool night with lows mid 30s to lower 40s. Thursday turns partly cloudy to mostly sunny with highs in the 50s. Maximum temp 53, minimum 49. rainfall trace. Shenango River at 4.72 feet.
The April 28 1971 death record lists Jacob Lechwar aged 80 of 3502 Old Pittsburgh Road Darry Scott aged 18 of 331 Green Street and Ada Mildred Wardman aged 71 of Volant Route 1. Their deaths are recorded in local notices.
The Pennsylvania Senate approved the constitutional amendment to grant 18 year olds the vote 47 to 4, while the House had previously passed 164 to 0. If 38 states ratify, the change becomes law. UPI reports US B52 bombers conducted some of their heaviest raids of the year against Communist bunkers antiaircraft sites and suspected troop concentrations at the north end of the A Shau Valley near the Laotian border. Spokesmen said targets lay in a three mile square area of jungle covered mountains at the valley edge.
Lon Nol agrees to return as premier to head a new government arrangement with three deputies taking most duties. He met adviser Pho Proeung but has not yet filed a formal acceptance. Meanwhile, Allied airstrikes hit targets near Fire Support Base 6 and the DMZ as violence continues across Vietnam and nearby Laos.
Dozens of antiwar protesters were arrested outside Selective Service and IRS buildings in Washington after spending a rainy night protesting. Some protesters were carried to police vans. others opened doors to pacify entrants as leaders called for bells tolling nationwide. A National Guard mobilization was ordered for next week amid planned more militant actions. Goldwater offices were invaded with red paint.

The Pennsylvania Department of Revenue mails employees a pamphlet with their paychecks noting the first withholding under the new personal income tax. The booklet explains possible zero deductions and that refunds are issued if tax is overpaid.
