Berlin reports Von Ribbentrop presented documents to diplomats alleging Britain and France with Norway planned a rapid invasion of Germany through Scandinavia on April 6. He published German white book No 4 with photos and papers to support the claim that Norway agreed to the allied thrust while Sweden remains neutral.
Berlin announces a formal state of war between the Reich and Norway after 19 days of combat. The declaration, signed by Chancellor Hitler on April 24, follows the German invasion of Poland and will place military police in all occupied Norwegian areas.

Three senior high musicians plus a Union Township contestant led a slate of state contest winners in Harrisburg as the 13th annual Pennsylvania Music and Forensic League event produced top placings for Thelma McElroy Ann Smith Nancy Gardiner Mary Louise Hergy David Cramer William Horean Jack Hofen and Willard Eldridge from various schools. Capital schools drew a large crowd with Oil City delegates and several district pupils among high placements, while Harrisburg High and Old City High earned top honors in orchestral and band events. Fern Cloak accompanied Horean as part of the Union group.
On April 27 in Zeigler Illinois a 30 year old entertainer from Herrin Eddie Crompton was found beside a highway shot three times in the head. Tire marks suggested the body was moved from another location. Two coal miners discovered it and an uncle identified him. Police Chief Deaton announced the finding.
Frank C. Miller, 63, of 307 Pearson Street, and Mrs. William C. Barkley, 62, of Marmony, are listed in the death record for Saturday April 27, 1940.
Philadelphia April 27 A 16 year old Abington high school junior Robert Heineman confessed to fatally shooting his classmate Edith Snyder 16 in her Abington home. Police said jealousy over Edith dating another boy sparked the crime and that notes signed Bob helped point to Heineman who later led officers to the weapon. He was remanded to jail awaiting grand jury action while Ediths funeral plans were made.
President Roosevelt wrapped up a week at Warm Springs Georgia his Pine Mountain cottage and prepared to return north after a three week bout with intestinal influenza and a period of restorative visits to the Infantile Paralysis foundation pool and familiar country drives.

DOYLESTOWN Pa April 27 state police investigated a skeleton unearthed in the cellar of a century old Bucks County farmhouse. Authorities consider it may be Christopher Rumpf a German born farmer who vanished years ago. The bones were sent to the Harrisburg crime lab for analysis while detectives questioned Charles Rumpf 59 son of the former owner and Mrs Shirley Moore of New York who planned a 20000 remodeling of the home and reportedly might abandon the project.
Weather outlook from Washington dated April 27 shows North and middle Atlantic states will be fair at the start of the week, followed by showers in the middle, then fair again toward week’s end with a gradual warming trend and cooler finish. The international executive board weighs acceptance to shift leadership to Vice President Irving Carey effective June 1. Martin cites heavy demands and seeks private business, denying U A W CIO gains influenced his decision.
World famed dancer Bob Quigley died after being found near his home beneath a railroad trestle. He was 2 familiar to readers at the turn of the century and, with his brother George, known for Irish compositions featuring nimble clogging feet. Authorities could only speculate on how the accident occurred as no audience witnessed the final curtain.
Kathryn Fitzgerald of Philadelphia H St Clair Hathaway of Williamsport and Herbert Heil of Lehighton earned Carnegie Hero Fund medals for rescuing drowned persons. Fitzgerald saved Doris Miller in Wildwood New Jersey on July 27, Hathaway rescued Alice Wolford in Waterville on July 23, and Heil saved Thomas Sheckler near Perryville on December 8. A Hammonton teen also received a medal for saving two children at Lake Hammonton on December 31. In total the commission recognized 13 heroes at the spring session.
Chicago authorities said Joseph Sacramento a 28 year old chef confessed to killing his common law wife Patricia De Marte 26 in their apartment. Sacramento said he beat her Wednesday night after she went out with other men and later reported finding her head in his flat with a companion James Regan 32 present at police. Detectives estimate death occurred about two days earlier. Sacramento and De Marte had lived together since meeting in a tavern four months ago.
British and German claims clashed over Norway fighting as German troops stalled near Kvam. The Berlin foreign minister alleged Allied invasion plans while London reported heavy losses for German forces in the Kvam area and continued fighting north of Steinkjer.
