Washington April 27 Congress voices concern over foreign debt negotiations. Roosevelt and Canadian representatives meet in conference this morning. White House issues a statement saying no understanding has been reached on payment terms or obligations with Britain and other foreign creditors.

Police suspected a dynamite blast tied to a barber price war or bootleg feud with Cleveland racketeers blamed and city authorities seeking bombers.
Harrisburg April 27 Gov. Pinchot signed the Fitzgerald bill eliminating city treasurers fees in third class cities. Treasurers will be paid salaries graded by population up to 7500 dollars. Expenses for treasury clerical hire will be paid by the cities.
The Lawrence County Bar Association will meet in the courthouse on Monday afternoon May 3 to elect officers for the ensuing year and to transact business before it. Attorney Homer G. Drake, president, announces the afternoon session will open at 1:30 o'clock.
The public library schedules new hours from 2 to 6 p m daily except Saturday 9 a m to 1 p m. The change affects all city youth and residents using the library during after school hours.
Pittsburgh April 27 Two county officers jailed await sentencing on conspiracy to cheat and defraud in a drive against Strukes and other phony cases. Judge Gardner ordered detention after both Fred W Keil and John M Riebig pleaded guilty to conspiracy charges. Roll allegedly collected 1019 in costs and 1005 in fines from fictitious cases. Riebig about 1675 in fictitious cases in the justice office.
Arrangements by New Wilmington school authorities send Miss Louenna Swindler winner of the Western Pennsylvania high school violin contest to Sunbury to compete against peers from across Pennsylvania. She will be accompanied at the piano by Miss Lois McGill and escorted to Sunbury by Miss Elizabeth Rose head of the music department.
Paul Schneider a 44 year old unpaid Chicago school teacher killed himself at his South Side home this morning after telling his wife he was exhausted by financial worry. The widow Mrs Auguste Schneider said he had suffered for months from not being paid and the family could hardly get by.
British Prime Minister Ramsay MacDonald, on his way home from Roosevelt talks, defended peace and disarmament. He warned that secret clauses in peace treaties may seed future wars and urged Anglo American cooperation over formal alliances to keep Britain and America in close, affectionate relations.
Clare B. Book resigns today from his post as assistant county superintendent of schools effective May. He will become high school representative for the American Book Company in Western Pennsylvania. Book has served Lawrence County schools since 1920, previously as West Pittsburg principal and Shenango Township supervising principal. County Superintendent Joshn C. Syling must appoint a successor within thirty days under current rules, with a bill pending to create a new assistant position for counties with more than 400 teachers.

Four long term Western Penitentiary inmates led by John Maug escaped over the wall at breakfast time. The escape involved four fugitives Edward Turpak Theodore Geisler and Pred Prince. Police launched a county wide dragnet and mounted squads combed the northside district as officials noted possible outside help.
