The New Castle council and school board discussed a possible 15 mill wage tax next year with a 10 mill earned income component and a 5 mill school levy. The session was executive, with members asking questions for further study before resuming talks.
Pittsburgh April 22 United States Steel Corp denied the CIO United Steelworkers a wage increase. Benjamin F. Fairless also said price reductions on a wide variety of steel products would start May 1 1948. Murray criticized the decision but stated there would be no steel strike, noting the union agreed to a two year no strike contract.
President Truman named Charles G. Sawyer former ambassador to Belgium as secretary of commerce to replace W Averell Harriman who resigns to become the Marshall Plan roving ambassador. Sawyer, a Cincinnati attorney and Ohio Democratic leader, agreed to accept in a morning telephone talk.

Eyewitnesses say about 20 000 Arabs were displaced as British forces redeployed to harbor areas and Kingsway. The British plan to relinquish the mandate by May 15 and pull out by August 1 frames the operation.
