Gallagher was arrested in a Richmond hotel by Arlington County Commonwealth's Attorney William C. Gloth after questioning.

With Congress slated to adjourn June 1, prospects for Senate approval before year end look slim amid a clash over fleet policy and 8 inch gun cruisers. London April 19 delegates to the naval conference welcomed news that the Japanese government approved the London treaty draft without change. With approval granted, officials expect the treaty to be signed Tuesday morning at the final plenary session.
In Greenville Pennsylvania on April 19 eleven year old John Kazalai, son of Mr and Mrs Harry Kazalai, was dragged by a stray horse he was leading. W C Thompson and Arthur Wright found him half a mile from the barn, but he died from injuries before aid arrived.
Executive committee in Chamber of Commerce rooms, led by General Chairman Fred L. Rentz, approved a $3,000 budget to entertain six to eight hundred attendees. Housing and badge arrangements were advancing as organizations formed delegate committees and assigned duties.

A fog shroud caused a plane crash near Hackensack New Jersey late yesterday killing four aboard Count Henri De La Vaulx a famed aviation pioneer founded and president emeritus of the Federation Aeronautique Internationale was among the dead Also aboard were John Salway veteran Albany pilot A V Conklin of New York and Mrs Marie Williams of Providence The aircraft struck high tension wires and exploded after the left wing contacted the wires and sparks and fuel ignited The ship had been inspected before departing Albany and marked the first crash on the New York Montreal line in 18 months according to the operators
Eleven passengers on an interurban street car were panicked as a dynamite charge exploded prematurely ahead of the inbound Pittsburgh car from Washington. Motorman Peter Ackerman stopped the car in time, avoiding a derailment though the tracks were damaged. Ira Galloway, 38, was detained for questioning after being found near the scene.
Six Indian policemen including a sergeant died as a mob of more than 100 demonstrators attacked the railroad police armories at Chittagong after derailing a train. The attackers forced rail disruption, while troops were rushed to the scene and women and children were sheltered for safety.
Fire broke out today in the liner American Farmer docked at pier No 4 with flames rising from the No 5 hatch. Hoboken firemen aided by fireboats from New York fought the blaze aboard the vessel owned by the American Merchant lines which had docked Thursday from Hamburg.
A July thunderstorm struck the residence of J. H Gilfillan near Pulaski Harbor road in Neshannock township. The bolt tore a roof hole and blew six fuses but caused no fire, with roof damage estimated at 50 dollars.

Probes include Lobby and Railroad consolidation, senatorial elections, post office leasing, Federal Reserve and National Banking systems, and the U S Shipping Board. Nye campaign fund committee to probe contributions and expenditures in primaries and elections, acting only when slush funds are suspected.
Mrs Melzina Conner Newton dies within hours of her brother Alvi Van Eman after learning of his death. She lived at 126 North Crawford avenue previously in Shenango township and was mother to two sons A and Conner and a daughter Mrs E L Houk. A double funeral is set for Slippery Rock Presbyterian church Monday at 2 30 p m with Rev Elliott officiating. Interment in Slippery Rock cemetery.
Maple Grove Mennonite church near Wilmington Junction will dedicate a new 36 by 56 foot building on Easter Sunday replacing the 1872 structure. Built mostly by members with plastering brickwork and wiring done by outsiders, the church totals about $6000 in value with $3500 in materials and $2000 in donated labor. Dedicatory sermon by E B Stultzfuse of Aurora Ohio, with local pastors EB Zook and JH Lantz. Building committee includes Steve K Lapp, D L Kauffman, J H Miller and AB Kauffman. The Mennonite church heritage traces to Simon Menno born 1505 in the Netherlands, with settlement in Germantown in 1698.
