The Colombian army took control of milk and meat distribution in Bogota to avert a severe food shortage as delegates at the Inter American conference press for stability. Hotels report scarce supplies and growing hunger while unrest continues and at least 600 dead are feared or reported.
Bogota reports severance of diplomatic relations with Moscow after the arrest of two alleged Russian agents tied to Friday's revolt. Government radio says 15 foreign agents were rounded up, with some taken alive as authorities claim they sought to foment trouble.
An official government announcement stated Russian agents were arrested in connection with the revolt, with no number given. Unconfirmed reports claimed two Russians held documents tying them to the disorders. Delegates refused comment on Soviet involvement and debated whether to abandon or continue the Bogota talks.

The monarch lauds Roosevelt as a peace maker and wartime ally as prayers, anthem, and wreaths close the ceremony.
In Jerusalem April 12 Kastel changed hands for the sixth time in ten days as Haganah forces fought to take the strategic village. More than 300 Jews and Arabs have been killed in recent days in the seesaw battle and surrounding clashes. A British patrol reportedly shot down a Jewish reconnaissance plane after Jews fired on armored cars near Hebron. In Katamon Jews claimed entry after mortar exchanges with Arabs this morning. No casualties were reported in that incident.
The Milk Control Commission proposed a temporary price cut of one cent per quart in May and June for the Pittsburgh marketing area, lowering consumer rates to 19.14 cents per quart and restoring 20.12 cents for the rest of the year. Farm prices would drop 40 cents to 5.23 per hundredweight during the flush period, then rise to 5.63 on August 1. A Harrisburg hearing will precede a final decision. The area includes Allegheny, most of Crawford, Butler, Beaver, Armstrong, Lawrence, Fayette, Greene, Clarion, Mercer, Venango, Westmoreland, and Washington counties.

President Truman nominated Herschel W. Johnson deputy United States representative to the United Nations as U S ambassador to Brazil. He will replace William D Pawley who resigned for health reasons. Representative Knutson favored cutting wartime excise taxes and a broader tax revision by the Ways and Means Committee.
John L. Lewis ended the soft coal strike after a pension agreement but faces contempt charges for defying a federal court order. Judge Goldsborough set the contempt trial for Wednesday at 10 AM and retained the extended injunction. The union leader and attorney Hopkins argued for dismissal and postponement, while miners were instructed to resume work and await a settlement’s full effects.
Merle Black of R D 5 was treated at Jameson Memorial hospital after a hit and run on the public square at 1 25 a m. He suffered a deep laceration to the right hand and a possible concussion.

New Castle Camp of the Gideons held a final meeting at 324 East Wallace Avenue before the state convention in the city from April 23 to 25. The event will attract over 500 attendees with headquarters at The Castleton hotel and a state banquet at Cathedral Ballroom on April 24.
