Coal miners in Kentucky Illinois Ohio Pennsylvania and West Virginia walked out in a wildcat strike unsanctioned by the United Mine Workers. About 20 000 in Kentucky and thousands in other states joined the action as roving pickets formed to pressure new contract terms with the industrys largest operator Peabody Coal and to push UMW leaders toward renewed negotiations in Washington.
The Public Welfare Department moves to implement the 1965 law allowing rent escrow to force landlords to fix dwellings. Mayors of Philadelphia Pittsburgh and Scranton are asked to designate city agencies to hold rent until repairs are completed, with funds returned if unrenovated after a year.

Dr Gene Stone has resigned as pastor of First Presbyterian Church in New Castle after ten years. A congregational meeting is set for April 24 to act on the resignation and seek dissolution of pastoral relation by May 1.
Five applications have been received for the city schools superintendent position. Four come from outside the district, with two holding doctorate degrees. Applications close May 1 and the board will review only after the deadline, favoring PhD or EdD holders. Dr. John E. Mathews departs June 24 for Gloversville, New York.
British novelist Evelyn Waugh, famed for satirical depictions of aristocracy, died at his Taunton area manor aged 63. Brother of Alec Waugh, he authored Brideshead Revisited and Vile Bodies among others, with Auberon among his six children.

UPI reports U S Green Berets and Vietnamese troops repelled a Viet Cong assault on a Special Forces camp 50 miles west of Saigon. The clash left 191 enemy killed, the month’s worst Communist defeat, as air raids nationwide killed 193 more.
Six members of a Tioga County family die in a two car collision near Williamsport while en route to a birthday celebration.
