Gov George M Leader asserts no moral or legal obligation exists to fund a $31 million teachers pay boost in the 1955 57 budget. He calls the expected cost of living increase a financial mirage and notes the $31 million was included only because the education budget reached his desk.
Residents admire warm weather as downtown crowds return and sidewalk life resumes. Youths race boats along Neshannock Creek from North Street to Grove Street, while parking and traffic in Public Square attract attention.
The forecast calls for cloudy and mild conditions with occasional rain and scattered thundershowers tonight, lowering to 45 to 52 degrees. Showers are expected early Saturday with a cooler night rise in temperatures afterward.

Victor Riesel’s 23 year old assistant Betty Nevins is held by police to protect her from enemies of the labor columnist after an unidentified assailant threw sulfuric acid into Riesel’s face. Nevins provided clues while Riesel remains hospitalized in grave danger of losing his sight. Police questioned two Operating Engineers Union locals members William Wilkens and Peter Batalias as the investigation continues.
Deputy Sheriff Bud Combee visited an Amarillo shop on Thursday and was told the owner was out to lunch. He returned an hour later to find Tex Crossett tied up in the rear, while a polite young counter clerk and $180 in cash were missing.
NeCaHi Student Council seeks to close sections of Lincoln Ave and Reis St during the high school lunch period to curb reckless driving. The petition will be circulated to students and Reis St and Lincoln Ave residents for signatures and presented to City Council by the Safe Driving Committee. Mayor DeCarbo supports the idea and warns violators risk license revocation.

Two Titusville residents Mr. and Mrs. William Daum were injured when their car hit a truck driven by Robert Coulter 45 of Grove City causing the truck to overturn on US 19 near Frew Mill Rd. Both Daums were treated and discharged at Jameson Memorial Hospital. Coulter was uninjured. Damage totaled 1400 dollars. no charges filed.
Tarentum Pa police say Blinn Mocheo 49 of Sarver was killed when her car crashed into the rear of a beer truck on Route 28 miles south of Freeport. The truck driver F J Krepley 447 Freeport St New Kensington escaped injury.
County housing authority members and city and school officials met to advance the New Castle housing project. Authority leaders stressed a low rent program not redevelopment and favored selecting a site with no current dwellings to avoid displacing residents and high demolition costs. The local site committee, all New Castle area residents, will decide the site.
Edgar A. Guest, famed Detroit Free Press poet, is recovering from a mild heart attack at Grace Northwestern hospital. He reported shortness of breath Thursday night and was treated by a rescue squad before admission. his daily poem Just Folks has appeared in the New Castle News since 1922.
Five union officials and a building developer pleaded innocent at arraignment in Federal Court on extortion charges involving about 45000 dollars from building contractors. Plaintiffs include Nich olas A. Stirrone Local 1058 president and Thomas Pecora Local 1058 rep. The case invokes the Taft Hartley Act and Hobbs Act provisions.
Vincenzo DiAlesandro of 106 Division St will depart New Castle on May 2 to visit Matera Italy for six months. Born July 4 1890 in Italy he came to the United States at age 23 and plans to return before Christmas after visiting brothers sisters and relatives.
