President Truman announced a plan to ease dollar shortages in foreign democracies by fostering prosperous trade with the United States and tying aid to renewed economic ties before the Marshall plan expires in 1952. He named Gordon Gray as a special assistant to coordinate the effort.
Machinery and equipment arrive at several locations along the route for relocating and rebuilding Route 422 east of New Castle to Dixie Inn Pennsylvania. Actual work is about to begin. Weather worries linger as Mercer county fences remain. An odd late night radio coincidence tied to flying saucers. Home building to continue at a noticeable pace this spring. Several newly excavated cellars noted.

Dozens of navy planes scoured California coastal waters in a wide air search for an alien submarine off shore. Intelligence crews probed near Point Arguello to see if the craft landed an agent or took aboard a passenger. The case marked its third sighting north and now in southern California.

Theodore Donay a 51 year old German born head of a Detroit import and export firm disappeared at sea near Avalon and an alien submarine was sighted off Santa Catalina Island The FBI opened an intensive probe after a purported suicide note was found and a motorboat rented by Donay was found drifting eight miles east of Catalina Island at 1 4 pm Evidence points to extensive dealings with Russia and Donay had claimed to be a Prussian aristocrat following his wartime trial for aiding a German bomber pilot
Gen George C Marshall warned that cold war risks require continuing European aid through 1952 and urged against reducing the program to simple relief. He endorsed a June 3 1952 termination date for funding but stressed aid remains the key weapon in the struggle with the Kremlin and must not be slashed.
Rose Croix New Castle Chapter held its Solemn Ceremonial Feast of the Paschal Lamb on Easter weekend inside The Cathedral. Ill Joseph H. Lloyd, Commander in Chief of the Youngstown Consistory, delivered the commemoration titled An Adventure in Fellowship, reflecting on the Passover and the Exodus.

The Flying Bixbys reported loss of cooling liquid in the right engine forced a return to Calcutta after departing for Tokyo on their round the world attempt. Pan American in Tokyo confirmed the cable from Robert and Dianna Bixby. They landed in Calcutta at 3:32 p m local time, two hours after takeoff on the 3,500 mile leg toward Tokyo.
In Iowa City on April 3 a jury of four women and eight men is to study testimony in the Robert E. Bednasek campus strangulation murder case. After defense and prosecution arguments, Judge James M. Gaffney will instruct the panel.

Ground breaking held today for Lawrence County Detention Home with Judge W. Walter Braham and County Commissioner Harvey B. Bush presiding. Attending were Commissioner Joseph F. Travers and Juvenile Officer Charles D. Ross. The $100,000 facility will house temporary juvenile detention with Builders Inc. of Youngstown handling the contract and occupancy hoped by early fall.
Washington April 3 House Republican Leader Martin urged cutting at least one billion dollars from the 29 billion dollar omnibus appropriations bill as House debate opened. He backed Rep Taber of New York, top Republican on the appropriations committee, in trimming government waste.
Western Pennsylvania will see typical April weather with occasional showers and moderate temperatures today and tomorrow. Temperatures will range from the mid fifties to the sixties, cooling tonight then rising again into the sixties tomorrow.
A massive lumber yard blaze in South Wilmington, Delaware, caused estimated damage of one million dollars and claimed the life of an elderly woman, Mrs Kathrine Baccatta, about 70, who died of a heart attack. The fire damaged 18 stores and homes, injured eight people, and was not under control for two hours amid a power outage from a burned high tension pole.
In Amity Hall area near Harrisburg a car rear ended a Greyhound bus killing Pearl Fosselman 22 of Millerstown and Esther Arnold 19 of New Port. William Myers 26 of Newport injured critically. Richard Bell driver of car charged with manslaughter and drunken driving.
Senator McCarthy issued a new ultimatum to Secretary of State Acheson over Owen Lattimore accusing him of Soviet ties. President Truman ordered officials to ignore loyalty file subpoenas tied to communism charges and the Senate postponed Lattimore’s public appearance.
Gilbert Levine's blue team moved ahead Saturday in the YMCA membership drive reaching 567 members to 464 for the red team led by L. J. Lewis. The total 1031 is 69 short of the 1100 goal as Paul Dingledy extends the drive to finish strong.
