Vienna reports a markedly optimistic mood in official circles as Turkey and Bulgaria show improved ties within 24 hours. The note withdrawal by the Porte reduces war danger, and officials say Sultan would gain nothing from war, while Britain signals passive indifference and seeks to avoid entanglements in the East.
Berlin reports that Germany steadily supports the Russian line at Constantinople and in the Balkans. It urges Turkey to repress disorders and warns Bulgaria that allies will not aid if the sultan's troops advance. Germany seeks a balance by strengthening Turkey as a European counterweight to Russia.

A former attendant A M Mason testified in Topeka that new patients at the Kansas insane asylum were beaten into docility by order of a superior officer. He said beatings established obedience from the start, sometimes with fists and sometimes with a club, before any rules were broken.
In New York on May 8 16 000 striking Italian laborers vote not to return to work in the city subway until guaranteed $2 for eight hours. Port Warden Jas E March and Central Federated Union of Labor officials back the action. Once the union replies contractors will hire non union labor wherever possible.

Official returns from thirty three state conventions of the Modern Woodmen of America show that 356 of 469 delegates to the head camp meeting at Indianapolis on June 16 were instructed to favor a rate readjustment of some sort. Many of the 258 delegates were told to oppose the step rate plan proposed two years ago by a readjustment committee. J G Johnson of Peabody Kansas is said to have only seventy delegates. The movement seeks graded rates of assessments to found stable, perpetual beneficiary orders. Leaders from various societies expect to watch the Indianapolis convention for possible readjustment steps.
Springfield reports Governor Yates will send a veto or message to the Senate on the Mueller traction bill before adjournment. If vetoed and no special session called, the bill’s defeat would trigger chaotic traction conflicts as many street railway franchises near expiry and Union Traction faces receivership. Attorney General Hamlin backs the bill’s validity and warns against perpetual franchise fears. Yates has ten days to act.

New York May 8 Gunfire ridden by T Burns won the twelfth Metropolitan Handicap at Morris Park before 45 000 spectators. The filly wearing Mr Whitney’s colors crossed the Withers mile in 1 88 and broke the track and race records by margins of one and one half seconds.

A Roumanian gang on the Indianapolis & Northern traction grade near Peru Indiana seized and bound a foreman accused of wronging a Roumanian woman. They prepared to hang him from a scaffold when an American with a revolver fired over their heads. He stampeded the mob and freed the condemned man. The company then discharged the Roumanians and hired substitutes.
In Washington Indiana David H Padgett deputy prosecuting attorney, angered by his father's authority, shot Arnold J Padgett a prominent attorney after knocking him down stairs The younger Padgett is jailed The incident followed a domestic dispute and the elder Padgett was struck in the thigh by the bullet
Bedford Ind May 8 A labor flare up between stone planers and mill operators drives several stone cutters to leave for other jobs and more are expected to follow unless the dispute is settled.
The Indiana Republican state committee is viewed as in strong shape for the 1904 reorganization with minimal friction. Senator Fairbanks and Senator Beveridge are reported to have no conflict, while Kokomo undergoes a business boom with factories expanding and new housing. Senator Fairbanks will visit Greencastle on May 20 to join DePauw University Phi Beta Kappa exercises and address students.
