At The Hague on June 28 delegates agree the opening session will push arbitration toward becoming a permanent international institution. The United States leads efforts to empower the Hague tribunal with greater authority, impartiality, and streamlined procedures to reduce costs and inspire global confidence.
Prof. de Martens proposes broader compulsory arbitration with new rules for procedure and a modified 1899 convention. Nations including the United States United Kingdom Germany and Italy prepare separate or amended plans to push arbitration as standard and limit exceptions to national honor and vital interests. Key issue remains selecting judges for a permanent court with practical limits on signatory representation. General Horace Porter has ideas not yet drafted. Italy will contrast arbitration with Britain opposing sinking policies and will seek coast defense measures and an amendment on timing of war declarations.
Judge Landis issues subpoenas to John D. Rockefeller H. H. Rogers and other Standard Oil leaders in New Jersey and Indiana. They must appear and answer questions about the trust's financial resources. Subpoenas returnable July 6.

Hartford City Indiana June 28 The last nonunion glass factory in the United States owned by C P Cole at Lancaster Ohio has unionized after workers joined the union from nonunion labor. Elmer Scott on bond in Lawrence county faces 25 indictments including arson and illegal sales. He is reported in a Cincinnati hospital after an attempted suicide, with earlier store fire at Dark Hollow causing about 10000 dollars in losses. He was not considered a fugitive and bond remains in effect through September.

Warrensburg Missouri June 27 Prosecuting Attorney Cockrell has filed suits in Johnson county criminal court against the Missouri Pacific and the Missouri Kansas and Texas Railroad for violation of the new eight hour law governing telegraph operators handling train orders. Two suits against the Missouri Pacific and four against the Missouri Kansas and Texas. Penalties range from one to one thousand dollars.
Fred Cochran a 42 year old former city council member was found dead in his woodshed with a bullet in his brain. He had left a card party at about ten and had been troubled by recent criticism of his actions. His death is treated as suicide.
Rochester Ind June 28. Daniel Sibert of Kewanna has filed a $20,000 suit against Daniel H. Snepp, accusing him of alienating Sibert's wife. Both men are prominent Kewanna residents and rival bankers. Mrs Sibert is independently wealthy.
Henry Roetiger, a well known farmer of Holland County, was kicked in the breast by a mule as he approached the barn to stable the animal and died from the injury. The incident occurred in Huntington, June 28.

Jacob A Riis plans to marry Miss Mary Phillips in August. Phillips is in Ipswich Mass preparing her trousseau. Riis, a noted philanthropist and author, widowed in 1908, is a friend of President Roosevelt. She is 25, daughter of Mrs Phillips, formerly of St Louis, now in Boston.
