Milwaukee hosts the twenty third national encampment with 700 to 800 delegates at West Side Turner Hall. Gen Warner reviews the order with 410,686 members, 6,711 posts, 42 departments and calls for pension reforms, expanded offices, and new exam rules. Delegates choose Boston as next site amid reports on flags, charity, and veteran aid.
A Baltimore committee met Secretary of War Proctor to discuss the Fort McHenry flag that inspired the Star Spangled Banner. Proctor provided a written request for consideration, advising use of the flag during the seventy fifth anniversary of the British repulse, pending ownership resolution.
All members are ordered to the armory at 9 30 sharp for roll call with fines for absentees. The company will transact important business, recruit new members, and practice the manual of arms. On Sunday Sept 8 worship at Baptist tabernacle invited by Rev I B Timberlake with possible Grand Army of the Republic attendance. At Dayton Aug 28 the Ohio Democratic convention nominated James E Campbell for governor after a tense two ballot vote amid strong speeches denouncing Gov Foraker and pledging tariff reform and home rule. Campbell won the nomination amid cheering as the party rallied around its chosen candidate.
Dock officials and laborers met in London amid a costly strike over a six pence per hour wage. Violence and arson reportedly threatened as 6,000 strikers moved on the Coal Exchange under police escort while some workers returned to duties.
Berlin reports a broad uptick in coal and iron shares as investors expect wage gains from a London labor strike. London strife looms over English commerce with foreign markets, while Glasgow dock laborers threaten to strike amid nationwide industrial anxiety. Paris confirms Boulanger will run for deputy in Montmartre with Gen Thibaudin among Boulangist candidates.
