In Portland Oregon Aug 27 the thirtieth annual convention of the American War association began with President Alton J Parker delivering the opening address. He argued state constitutions can be amended only by the people of that state, underscoring constitutional supremacy and local amendment power.
New York August 27 Superintendent Brooks denies President Small of the Telegraphers Union claims that Western Union has abolished the double pay system and that staff failed to report. Brooks states every man paid Friday reported today and all necessary workers are on hand. The charge that officials are aiding the strike by manipulating keys is called false.
Mrs Sunday Stillwell aged seventy was struck and instantly killed by a Lake Erie and Western train passing Fairfield Peru Indiana as she did not hear the warning whistle. Her body was badly mangled and she was deaf.

Police search Indianapolis for Mabel Kirk daughter of Joseph H Kirk of 2726 Lasalle Street who vanished from home a week ago with $30 belonging to her father. Several people seen her in the city in the last day but clues have not helped. Parents cannot explain her actions.
In Caracas Aug 7 a sensational three year trial ends with the New York and Bermudez Asphalt Company condemned to pay 5,000,100 in damages plus additional sums to be set by experts possibly totaling 10,000,000. The ruling is appealable to the supreme court and then cassation.
Washington August 27 Comptroller J H Plant of the Southern Railway testified for several hours at the resumed hearing before Master in Chancery Walter Montgomery held at the Southern Railway offices on the North Carolina rate case.

The Pacific Coast Steamship steamer Acapulco bound for Panama and West ports sank at her dock in San Francisco. It is believed no lives were lost though the vessel was heavily laden and much cargo will be ruined by water.

Charles A Andrews, former Elkhart restaurant owner, shot India F Blaine of Flora Ind in a room at the Saratoga hotel then killed himself. Police found letters proving an affair that led him to abandon wife and child as the pair traveled together, the woman described as about 30 with dark hair and eyes.
The seven year old Izzie Schrader is found clinging to life after a assault near Gary Indiana. Police and farmers pursue a tramp believed to be the killer as bloodhounds trail twelve miles through brush toward Crown Point and Hammond. The child dies minutes after being found and authorities vow swift action against the suspect.
In Evansville Indiana on August 27 Mrs Berner Parker with a child in her arms jumped from a moving streetcar after realizing a purse was left behind. She injured her back and was hospitalized in serious condition. The incident also left the conductor with a torn sleeve. Another woman Mrs Annie Truehtood of Canton Tennessee died after jumping from a moving car, her skull struck the pavement.
In Newcastle Indiana on August 27 James Dickson eighteen dies from a gunshot wound inflicted accidentally by his sixteen year old brother Orvis Dickson. The boys were handling revolvers when Orvis unknowingly fired the weapon as James shouted to surrender. The bullet struck James in the breast.
Indianapolis reports Peter Lowrey, admitted for delirium tremens at city hospital, wrenching an iron window screen from the second floor and falling twenty five feet to the cement sidewalk. He died shortly after.
In Hammond Indiana on August 27 a Chicago Junction engine drawing coal collapsed chutes killing engineer Thomas Harrett and fatally injuring two laborers Macowski and Alaernski.
Herbert Mays a Black barber was shot and killed by Police Sergeant K A DeRossette during an attempted arrest as DeRossette says Mays made menacing motions with a revolver. The incident occurred in Indianapolis on August 27 with DeRossette asserting self defense.
