Public sale of silly string banned during Memorial Day parade

Abuse and neglect cited in Elmcrest death of boy
State report finds the restraint used on 11 year old Andrew McClain at Elmcrest Hospital in Portland was unnecessary and abusive. A second panel says the death was accidental but preventable.
