Man fined for illegal dumping after rubber bluff fire

Richard Walsh built a 29 foot artificial bluff from 12 tons of scrap tires and rubber products to fight beach erosion at his Shore area home in Cliffwood Beach New Jersey. The structure caught fire May 27 drawing 4150 firefighters from seven companies to control the blaze.
