State workers say the Waterbury Regional Center for the mentally handicapped had misused funds and failed to follow procedures. Auditors found $2,800 in improper fringe benefit reimbursements from the federal government and $1,959 spent without authorization. They also noted missing meeting minutes and improper disposal of equipment over $500. They flagged the Parents and Friends Association as a potential state liability since its funds are handled by center staff.
