State Orders Temporary Adoption Moratorium
MAWEFORD Conn. The Connecticut Department of Children and Youth Services will stop accepting applications to adopt white children under five starting Jan. 2. The ban excludes handicapped children and those over five, with agency officials noting a need to place black and other minority infants. DCYS handles about half of Connecticut’s adoptions and will refer prospective parents to private agencies, possibly raising demand there. Keller said 62 families are approved to adopt babies and 264 are awaiting opportunity.
