ICC Agency Says Penn RR Confused
The ICC Bureau of Enforcement says Penn Central management dissipated assets creating chaos after the 1968 merger with New York Central. The 1,760 page report notes traffic routing through undersized yards, rising unsettled accounts from 491 million in 1968 to 100 million in 1970, and large write downs including 17 million unrecoverable from Executive Jet Aviation and a 90 million stake in Great Southwest Corporation. Equity fell from 157 million to 24 million by December 1970.
