Tax exemption gain proves single idea changes law
Myrtle Point resident Art Ratcliffe a 30 year government employee helped spur a tax reform amendment increasing the capital gains exemption for those 65 and older from 20 000 to 95 000. Sen Mark Hatfield praised Ratcliffe for the idea and noted the change takes effect January 1 1977 reducing taxes on home sales for seniors. Ratcliffe 65 reflects on the process and says he did not plan to sell his houses to benefit from the exemption.
