Translator districts to bypass cable hit legal roadblock

Myrtle Point shop owner Dick Barklow and Coos County residents seek translator districts as an alternative to cable. Oregon's 1975 law restricts funding via property taxes and lacks bonding authority, hampering creation of non profit districts with UHF and VHF towers. Local officials acknowledge the need but favor law changes.
